危机管理理论视角下新冠疫情防疫期间高校教学管理应对研究——以江苏安全技术职业学院为例

摘要:新冠疫情的爆发和反复给高校的教学管理带来了前所未有的危机与挑战。苏安院应急教学管理相关的工作举措较为符合公共危机管理的阶段周期,也十分契合4R理论模型。从公共管理学角度剖析高校这一主体,在应对常态化防疫过程中教学管理如何应对,不但具有理论意义更具有现实意义。同时本文从应对主动性、应对体制机制预案、应对主体间行动沟通与合作、应对资源的配置等方面,提出改善高校应对突发公共卫生事件中教学管理的策略建议。
The outbreak and repetition of the COVID-19 have brought unprecedented crisis and challenge to the teaching management of colleges and universities.The work measures related to the college’s emergency teaching management are more consistent with the stage cycle of public crisis management, and also very consistent with the 4R theoretical model.The work measures related to the emergency teaching management of the college are more consistent with the phase cycle of public crisis management, and also very consistent with the 4R theoretical model. Analyzing the subject of colleges and universities from the perspective of public management, how to deal with teaching management in the process of dealing with normal epidemic prevention is not only of theoretical significance, but also of practical significance.At the same time, this paper puts forward some suggestions to improve teaching management in colleges and universities in response to public health emergencies from the aspects of response initiative, response system and mechanism plan, action communication and cooperation between response subjects, and allocation of response resources.

高校是教育教学的重要场地,具有人员多、分布密集、群体结构单一、生源地分布广等特点,新冠疫情给高校正常的教学、生活秩序及校园安全带来挑战。笔者在江苏安全技术职业学院教务处工作,经历了疫情爆发至今的教学管理工作。将江苏安全技术职业学院校在防疫下的教学管理工作展开深入研究,从公共管理学角度剖析高校这一主体,在应对常态化防疫过程中教学管理如何应对,不但具有理论意义更具有现实意义。
危机管理理论是公共管理学的重要科学理论,它是为了对应突发的危机事件,抗拒突发的灾难事变,尽量将损害降至最低点而事先建立的防范、处理体系和对应的措施。20世纪90年代非典的爆发使得危机管理理论在中国愈发受到的重视。危机管理中4R理论模型被普遍接受,该理论指出危机管理主要包括缩减(Reduction)、预备(Readiness)、反应(Response)、恢复(Recovery)四个阶段,缩减阶段主要是确认危机的来源并进行评估,预备阶段里主要是建立预警系统和组织培训,提高应对危机的意识和能力,反应阶段主要是制定危机管理计划,使主体具备必要应对(未完,下一页)
